GRADE22 \r LOCATION OF POSITION653 W. Preston St.,\rBaltimore, MD 21201\r Main Purpose of JobThe IT Deputy Director manages day-to-day operations of the IT Division. The division supports the agency mission by designing, implementing, and managing the network infrastructure, data backup systems, physical and virtual server environments; laptop and desktop deployments; strategies for disaster recovery; and helpdesk services for agency hardware and software issues. The division works with allied agencies on which MIEMSS depends for IT resources such as internet connectivity.\r\rThe IT Deputy Director will collaborate with the agency's Communications, Data Management, and EMRC/SYSCOM divisions to address issues that crossover operational boundaries such as VOIP, network environment, software acquisition, computer security and database server management. The position will provide project management assistance to other agency divisions when requested (and as division time permits) and will provide leadership in the development of standard project management processes for the agency. The IT Deputy Director will direct and supervise the day-to-day activities of IT technical staff ensuring that project priorities established by the Chief Information Officer are met. POSITION DUTIESTechnical:\r\r\r Manage, maintain, and update Virtual networks\r Manage, maintain, and update infrastructure hardware\r Manage, maintain, and update client/server operating system networks\r Support multiple agency applications\r Work with Chief Information Officer to identify strategies for providing availability of IT resources during failure of primary resources - examples include backup systems and disaster recovery\r\r\r\rPersonnel Management:\r\r\r Coordinate training opportunities to keep staff skills, knowledge and abilities current\r Schedule personnel assigned to IT Division to meet agency needs. Adjust scheduled and authorize overtime\r Work with the Chief Information Officer to ensure that IT personnel have clear objectives that are being met\r Perform PEP reviews on assigned staff\r\r\r\rProject Management:\r\r\r Manage project lifecycles\r Coordinate and communicate with Chief Information Officer to ensure information technology needs are met\r Coordinate operations with Data Services, Communications Engineering Services, and EMRC/SYSCOM\r Coordinate equipment needs - new purchases, maintenance and upgrades\r Secure consultant/contractor service as needed to support agency IT initiatives as appropriate\r Apply project management techniques to significant IT projects and supports other agency managers with project management guidance as able\r\r\r\r\rHelp Desk Management:\r\r\r Manage and coordinate help desk troubleshooting, issue, resolution, and services for agency hardware and software------\r Work with IT staff to assure that accurate inventory of equipment assigned to IT is maintained and also assurer that accurate inventory of agency IT equipment and software assets is maintained\r Assist with help desk or network troubleshooting or operational issues as necessary to maintain the operation and security of agency networks, applications and data assets\r\r\r\rProduct Life Cycle Management:\r\r\r Monitor and coordinate hardware, software, and application lifecycles, and related development and planning\r\r\r\rOn-Call:\r\r\r Shared responsibility for 24/7 on-call needs to maintain agency information technology systems\r\r\r MINIMUM QUALIFICATIONSEducation: Bachelor's degree from an accredited college or university in Information Management, Information Technology, IT Management, or related computer science area of study\r\r\rExperience: Minimum five (5) years of progressive IT experience, including, at least three (3) years of experience managing technical teams in multiple areas of Information Technology including help desk technicians, database administrators, application developers, server administrators, etc. Proven experience managing and leading multidisciplinary teams in complex IT projects, Ability to work effectively in a fast-paced, dynamic environment and adapt to changing priorities.\r DESIRED OR PREFERRED QUALIFICATIONSThe desired candidate should possess:\r\r\r Experience using Cisco products\r Experience working in one or more IT operations fields\r Strong interpersonal, communication, and leadership skills\r Excellent analytical, prioritization, and problem-solving skills\r Demonstrated experience overseeing the large scale implementation of a technology solution\r Documented ability to manage and prioritize tasks and projects, deliver them on time and within budget\r Experience creating, implementing, documenting, and ensuring compliance to Standard Operating Procedures (SOPs) for all aspects of IT operations.\r\r\r LICENSES, REGISTRATIONS AND CERTIFICATIONSNetwork+\r\r\rSecurity+\r\r\rCISSP (Certified Information Systems Security Professional)\r\r\rCompTIA (CySA+)\r\r\rGIAC (Global Information Assurance Certification)\r SELECTION PROCESSPlease make sure that you provide sufficient information on your application to show that you meet the qualifications for this recruitment.
