Job Description Clinical Director – Outpatient Substance Use Disorder Program (SUD Level 1) Location: Baltimore, MD Employment Type: Full-Time About Us We are an expanding behavioral health organization providing evidence-based outpatient substance use treatment, mental health services, and community support. We are seeking a highly skilled and passionate Clinical Director to oversee our Outpatient SUD Level 1 Program , ensure compliance with COMAR regulations, supervise clinical staff, and maintain high standards of client care. Position Summary The Clinical Director is responsible for the overall clinical oversight, supervision, regulatory compliance, and operational structure of the SUD program. This role ensures quality service delivery, monitors documentation, oversees treatment planning, and supports the growth and integrity of our SUD services. Key Responsibilities Clinical Leadership Provide clinical oversight to counselors, therapists, peer support staff, and case managers. Review assessments, ASAM criteria determinations, treatment plans, and progress notes for accuracy and compliance. Ensure appropriate level-of-care placement using ASAM criteria. Facilitate clinical case consultations and staff trainings. Provide guidance on crisis intervention, relapse prevention, and client stabilization. Compliance & Quality Assurance Ensure full compliance with COMAR 10.63 , Medicaid, and accreditation standards. Oversee chart audits, documentation timelines, and clinical record accuracy. Maintain SUD program policies, procedures, and quality improvement systems. Prepare for state audits, licensing reviews, and accreditation processes (CARF/JCAHO). Monitor productivity, utilization, and staff performance. Program Operations Oversee daily operations of OP-SUD Level 1 services. Coordinate with OMHC and PRP programs for integrated care. Assist with hiring, onboarding, and performance evaluations of clinical staff. Participate in community outreach and partnership development, when needed. Support billing team to ensure documentation aligns with reimbursement requirements. Qualifications LCADC, LGADC, CAC-AD, CSC-AD, LMSW, LGPC, LCSW-C, LCPC, or Psychologist (licensed in Maryland). Must be eligible to supervise SUD counselors or willing to obtain supervisory approval. Minimum 2–3 years clinical experience in substance use disorder treatment . Strong knowledge of ASAM criteria, COMAR 10.63 SUD requirements, and Medicaid regulations. Previous supervisory or clinical leadership experience preferred. Excellent communication, documentation, and organizational skills. Experience with trauma-informed, harm-reduction, and evidence-based practices.
