IDR2501084ICF is seeking a Security and Privacy Compliance Subject
Matter Expert to provide Program Support Services (PSS) for the
Office of Child Support Enforcement (OCSE). The role involves
assisting state and tribal child support agencies in complying with
federal law, improving enforcement, and service delivery through
program and IT management, technical support, training,
communications, and data access services.The ideal candidate will
have relevant experience in child support enforcement programs,
especially in security compliance and support, with a strong
understanding of security assessments, audits, data privacy,
incident response, and system security standards. They will
collaborate across systems and databases to ensure compliance,
identify risks, and manage delivery across all lines of
business.Key Responsibilities:
- Manage incident response for security incidents reported by
stakeholders.
- Collaborate with OCSE and other agencies to analyze security
requirements, develop strategies, and document in White
Papers.
- Review NIST guidelines, create Security Provisions for FPLS
Certification and Accreditation, and complete FPLS System Self
Assessments.
- Ensure accurate FISMA reporting via the RMFP portal and
contribute to the Security and Privacy section of Major IT Business
Cases.
- Coordinate with OCSE leadership and stakeholders to plan and
execute annual COOP exercises and maintain related
documentation.
- Conduct annual security awareness and specialized privacy
training; deliver workshops for policy forums and conferences.Basic
Qualifications:
- Bachelor's degree with at least 10 years of relevant security
and privacy experience or equivalent education/training.
- Master's degree with at least 5 years of leading security and
privacy compliance.
- At least 1 year of experience with incident response, disaster
recovery, risk management, and security audits.
- Ability to travel up to 10% and obtain a government security
clearance.Preferred Skills/Experience:
- Master's in IT, computer science, or related field.
- Experience with HHS/ACF systems and data security and privacy
compliance.Professional Skills:
- Strong project management, business ethics, and communication
skills.
- Analytical, problem-solving, and decision-making
capabilities.
- Ability to work independently and collaboratively across
teams.
